  • Mr. Fernando Abara E. is a Lawyer of the Universidad Católica de Valparaíso, Master in Economics and Management by the Universidad Gabriela Mistral, and has post graduate studies in the Center for American and International Law, USA. He has 30 years of experience in the energy industry and he is recognized as a specialist in the Chilean electric industry regarding the generation, transmission, distribution and regulatory matters and the non-conventional renewable energies. He has authored, managed and materialized a great number of initiatives of legislative and regulatory amendments, interacting with executive and legislative authorities.
  • He actively has participated in regulated processes of fixing tariffs, arbitrations, acquisition and sale of electric assets and in several constructions projects of electrical lines in all the legal variables, including complex negotiations, obtaining concessions, easements and environmental authorizations.
  • He has a solid knowledge of the electric business, regarding commercial contracts, project developments and technical agreements; in regulatory matters, bidding and tariff processes, electric concession and right of- ways, and those matters related to the Expert Panel, Economic Load Dispatch Centers (CDEC by its Spanish name) and the Electric and Fuel Superintendence.
  • Fernando Abara was legal counsel of Endesa for 7 years and then he served in Transelec S.A. from its creation; in Transelec S.A., which was the first company of electric transmission in Chile, he was Vice-president of legal affairs and Secretary to the Board of Directors for 20 years and participated in the legal creation of the company and in the main contracts of the electric sector.
  • In the academic field, he is a professor at the Law School of the Pontificia Universidad Católica de Chile and he has been speaker in different post graduate programs at the same University. He is author of the book “Business and Environment, Legal Protection”, of Juridica Cono Sur Publishing and he has authored many articles published in law journals, communications media and study centers.
  • He has been member of the Board of Directors of the Electric Companies Association, the Latin-American Corporate Counsel Association (LACCA), the Advisory Board of the Southwestern Institute for International and Comparative Law and Fellow of the Center for American and International Law.
  • He is currently a Lawyer of the Technical Panel of Public Works Concessions, advisor and director of companies and charities, member of the arbitration body of the Arbitration and Mediation Center (CAM) of the Santiago Chamber of Commerce (CCS), of the National Center of Arbitration and the Chilean Bar Association.
